Abstract
This paper presents a comparative legal study of traditions and innovations in the legislative regulation of labor relations with the participation of a foreign element in the Russian Federation and the United Arab Emirates. The author identifies the main trends in the use of traditional approaches and innovative tools for regulating labor relations in the two countries. It is indicated that the modern system of labor law is increasingly focused on the possibility of prompt response to various situations that arise in the labor market and in the practice of labor relations. To ensure such a prompt response, legal regulation tools are created that are not provided for by the norms of codified labor law, however, ensuring the national interests of countries and peoples. It was determined that the UAE has sufficient experience in such regulation, proving its effectiveness, while Russia can use this experience to ensure the further development of the labor law system, focused on the national security of the country.
