“Non-action”(无为) in Laozi's thought about politic and philosophy has no meaning of “non-achievement”, but a behavior principle and way. It conforms to the natural development rule and makes itself developed to right direction which is good for objective things and practice under the guidance of justic and objective attitude and the characteristics of effeminacy which morality theory expresses.
