Abstract
Tourism has been rapidly positioning itself in one of the fundamental sectors in the economy of our region, however, the current governors invest little in the matter because they have not yet visualized the potential of the department. In this chapter, public - private efforts aimed at managing the competitiveness of the municipalities of Coveñas and Santiago de Tolú that influence policies, planning and development of the tourism sector in these territories were identified. For this, on-site visits were made to the secretariats of both municipalities as well as interviews with officials of public entities and the tourism sector, taking into account the comparative and competitive advantages of the Calgary model, proposed by Ritchie, J. & Crouch, G . (2003). From the above, it was possible to know first-hand information of the municipalities that are the object of research in relation to the synergy that exists between the private and public sectors, the state of progress in the execution of their development plans, the projections which were designed to boost competitiveness and sustainable development of the tourism sector and the role of strategic alliances in strengthening tourism in order to improve the quality of life of the inhabitants, tourist satisfaction and environmental conservation.
