In this paper, we propose a hybrid approach using the improved fuzzy step-wise weight assessment ratio analysis (IMF-SWARA) method to identify the most critical risk factors for transport accidents, and the combined compromise solution (CoCoSo) method to rank the strategies for mitigating these risks. Our study uses a case study in Libya to demonstrate the effectiveness of the proposed approach. The IMF-SWARA method is used to weight the risk factors for transport accidents, and our analysis shows that driver-related factors are the most critical risk factors. We then use the CoCoSo method to rank the strategies for mitigating these risks, and our analysis shows that driver training and education is the most important strategy. Our study suggests six strategies in total, which can be used by policymakers to proactively manage the risks associated with transport accidents in Libya.
