Application of the software and target approach in the management of the development of scientific and technological space

Abstract

Achieving the national goals of ensuring economic growth and improving national welfare in modern conditions is impossible without increasing the efficiency of managing the development of all spheres of society, both at the federal and regional levels. At the same time, the policy pursued by bodies of state power and administration is not yet systematic, and its effectiveness is not high enough. In domestic management practice, the most commonly used is the program-targeted approach, including in the field of scientific and innovative activities. However, from a scientific point of view, the rationale for the effectiveness of its use is not properly implemented and from the standpoint of the author is of certain scientific interest. The purpose of this study is to systematize and generalize the theoretical aspects of the application of the program-target approach in managing the development of the scientific and technological space. For this, the author of the article examined the practice of applying the program-target approach in the management of territories, analyzed domestic and foreign experience in using the program-target approach in management. The article discusses in detail the main provisions of the Strategy for scientific and technological development of the Russian Federation, as a fundamental document in this area of management, gives an assessment of its main elements; conclusions are drawn about the directions of its possible adjustment. The suggestions indicate the appropriateness of applying an integrated approach to the formulation of priorities for scientific and technological development, taking into account both external big challenges and ways to develop human abilities and capabilities to solve problems that do not yet exist.
