Therefore, this study aims to explore significant factors for cloud computing implementation in the Libyan government as a case study. The proposed model is an adoption of the Technology Organization Environment (TOE) framework, Theory of Diffusion of Innovation (DOI), and Human Organization Technology (HOT-fit) model. The aspects that are considered in this study include technological, environmental, organizational, innovation and human factors. This is a position study showing work in progress.
