Findings from the study revealed that individualistic and uncooperative authorities hampered counter-terrorism activities by the government. Nigeria's counterterrorism operation was ill-defined, ad hoc, and reactive. Abstract

The government in Nigeria has, at different times, adopted different approaches to combat terrorism.
