How to assess and model the flexible resources to provide intuitive and effective reference for the dispatching department is an urgent problem to be solved. A multi-dimensional comprehensive assessment index system of flexible resources is constructed to quantitatively and comprehensively assess the flexible resources. Firstly, a comprehensive assessment index system of flexible resources is established in three dimensions: magnitude, cost and regulation performance. Secondly, a flexible resource model for power dispatch is established to describe and characterize flexible resources, and the quantitative formulas of magnitude and cost are given. Finally, for different dispatching scenarios and dispatching preferences, the analytic hierarchy process based on fuzzy comprehensive assessment is combined with decision indexes and expert scores to quantify flexibility of each flexible resource. Deep peaking units, large-scale energy storage, electric vehicle clusters, and inverter air conditioning clusters in regional distribution networks are used as examples to assess their flexibility scores under different scenarios and preferences.
