Penelitian ini menggunakan metode Research and Development (R&D) dengan mengacu pada model 4D yang dimodifikasi menjadi 3D. Pada penelitian ini peneliti membatasi hanya sampai tahap define. Instrumen yang digunakan pada penelitian ini berupa angket analisis kebutuhan guru dan siswa di SMAN Kota Bengkulu. Berdasarkan hasil penelitian yang dilakukan dapat disimpulkan bahwa dibutuhkannya pengembangan paket pembelajaran berorientasi pendekatan kontekstual pada materi gelombang terintegrasi mitigasi gempa bumi untuk membekalkan penguasaan konsep siswa. Hal ini di dasarkan data yang diperoleh berupa 97,7% siswa menjawab “iya” yang termasuk kategori sangat setuju dan 100% guru menjawab “iya” yang termasuk kategori sangat setuju. This study uses the Research and Development (R&D) method with reference to the modified 4D model into 3D. In this research, the researcher limits it only to the define stage. The instrument used in this study was a questionnaire to analyze the needs of teachers and students at SMAN Bengkulu City. Based on the results of the research conducted, it can be concluded that it is necessary to develop a contextual approach-oriented learning package on integrated wave material for earthquake mitigation to provide students with mastery of concepts. This is based on the data obtained in the form of 97.7% of students answered \"yes\" which is included in the category of strongly agree and 100% of teachers answered \"yes\" which belongs to the category of strongly agree.
