The Russian Arctic World-class research and education center formation

Abstract

The article addresses the formation of the human capital in the digital economy for the Russian Arctic. The urgency of the problem is stated; the requirements formed by the processes of digitalization in the economy are indicated. The negative trends regarding the development of the human capital in the Russian Arctic are shown. The expediency of the creation of a world-class Scientific and Educational Center in the Russian Arctic based on two regions the Murmansk and Arkhangelsk regions is substantiated. An integration model of center formation is proposed based on the principles of a convergent network approach of interregional interaction in which participants within a single integrated system "science education production" are connected by integration relations to maximize usage of each scientific, industrial and human
