Especially new line servieces of the urban railways are increasing recently. However, the management situation of the third sector urban railways is worsening and is a one of major social problems. In this paper, we concider this problem as raised by the management structure of the urban railways. Incorporating OR methods such as A H P , we formulated this problem as a management structure selection problem. The influence that the selection process of the management structure exerts on the construction and operation of the urban railways was analyzed. As a result, it became apparent that the third sector system was applied to the urban railways when the construction itself was considered as the most important matter. As a conclusion, We suggest that construction should be separated from operation. Furthermore, an effective utilization of the public sector should replace the third sector.
