In this paper considered the particularity of its own power system, presented an integrated importance and probability factors as the weights of the smallest total weighted time locating method. The method first defines the concept of material needs regional, comprehensive assess its importance, then introduction of interval failure probability model, to get its weights. Based on the time intervals transport network, used the restriction time as the standard to decide the number of material storage and filter paths, then building and solving the location model, get the optimal plan.
