Prior to his current position Dave spent 13 years as the Deputy Commissioner and Chief Information Officer of the Virginia Department of Motor Vehicles and CIO of Virginia’s Behavioral Health Department for 15 years overseeing the IT needs of sixteen hospitals. During his tenure with the Commonwealth, Dave’s IT departments have received national recognition by winning various “Best-of-the-Web” awards, Hewlett-Packard’s Innovative Technology Award and placing as a semi-finalist in Harvard University’s Innovation in Technology program for the Commonwealth’s statewide Patient/Resident Automated Information System. His recent work in identity management has made Virginia DMV a leader in authentication and identity credentialing services which earned him a Top 25 Dreamers and Doers award in 2014 from Governing Technology magazine. He serves on various Commonwealth technology councils and committees cutting across both public and private sectors.
