The experience of implementing SIJKT for 6 (six) years (2016–2022) shows that there are still obstacles to achieving SIJKT development goals. The architectural framework factors used in developing SIJKT are still limited to technical matters. This paper will analyze the research problem of e-government implementation for the past six years (2016 - 2022) as well as a content analysis of the factors that shape the architectural framework of e-government in the construction services sector based on the policy review and literature study. Results from numerous literature studies show that it is not enough to build e-government based on architectural framework factors that are technical in nature but requires other non-technical factors, namely policy/regulations, human resource, organization, economy, demography and geographical condition.
