This paper is based on three important metrics: People, technology, and process, and then constructs more metrics to optimize the Port cargo data system and develop appropriate strategies. First, we uses fuzzy hierarchical analysis to employ people, technology, and process as the first-level indicators. Five sub-indicators related to the key indicators are chosen. The variance is 0.0104. If the variance of ICM is >0.0104, the Port cargo data system is not mature enough. Then a system dynamics model is constructed, and by simulating the synergistic eFect of each factor on the port cargo data system, managers can purposefully adjust the degree of attention to the three factors of the Port cargo data system and thus optimize the port cargo data system.
