The search for the best model, carried out in both developed and developing countries, makes it impossible to create a unified approach to building a health care system that will ensure the creation of the most effective health care system. The effectiveness of the functioning of health care systems and the achievement of the goals set to improve people's health are less related to the implementation of specific management activities but are related to the socio-economic conditions of management.
