Abstract

Local authorities increasingly employ digital platforms to facilitate public engagement in participatory budgeting processes. This creates opportunities for and challenges in synthesizing citizens’ voices online in an iterated cycle, requiring a systematic tool to monitor democratic quality and produce formative feedback.
