This article seeks to retrace the way of building the City Statute and the current connotation of the Master Plan. The objective is to understand the ambiguities and contradictions of the City Statute, especially with regard to the Master Plan, and verify the adequacy of these instruments to municipalities of small population. The methodology used was a review and critical analysis of the relevant bibliography. The content that composes the City Statute is the result of a long process of construction that has influences from diverse discursive matrices.
