Abstract

Two new states, Punjab and Haryana, are threatened when Punjab's chief minister, following a dispute over Chandigarh, the capital of the old state, threatens to launch a strike that will cripple both. The centre sends its best troubleshooter, Vishal Dubey, to resolve the problem.
