The article is devoted to the analysis of normative legal acts regulating the activity of higher education institutions of Ukraine, functions of state executive bodies and changes in the national system of higher education related to the desire to integrate into the European educational space. The study uses general scientific methods: historical, system and structural analysis, comparative analysis, logic synthesis. Results. The paper analyzes the last two versions of the Law \"On Higher Education\" and the impact of changes that have taken place on the work of state executive bodies and institutions of higher education (HEI). On the basis of official documents, the main achievements and unresolved problems of the higher education system of Ukraine are outlined, including the effective use of budgetary funds. New criteria for the distribution of public funds among higher educational institutions on the basis of their ranking in accordance with the results of previous activities are analyzed in order to create financial leverage to influence on the quality of national educational services, the structure of HEI partnerships with the labour market and international educational society. Practical significance.
