Factors influencing success of increasing participation in using electronic information sharing between a Yemen ministry and university

Abstract

In public sectors, the trend of using electronic information sharing has transformed the traditional ways of information sharing either vertically or horizontally. The horizontal functioning of information sharing means sharing information within same level of organization such as sharing information between local governments. The vertical functioning of information sharing means sharing information with different level of organization (Jing, Pengzhu, & Yen, 2014). The electronic ways undoubtedly can expedite processes thus enhancing services and decision makings in public sectors including universities' environment. Yemen Center Information Technology-higher education (YCIT-HE) plays a significant role in sharing information regarding ministry's requirements with public universities in the Republic of Yemen. With some barriers and challenges, an electronic information sharing is a way of transforming the delivery mechanism to provide relevant information in a faster way. A study was conducted to propose a theoretical framework to help and increase the participation of electronic information sharing between YCIT-HE and universities. A questionnaire was designed to examine the hypothesis for each factor. This paper shares the results of a pilot study that was done twice in ensuring the reliability occurs.
