Problems of publicity in the activities of local self-government bodies

Abstract

Муниципальная власть должна строить партнерские отношения с населением муниципального образования не под угрозой наказания (уголовной или административной ответственности), а на принципе социальной ответственности и в целях создания наиболее комфортных условий жизни для населения. Максимальная открытость органов власти является важнейшим показателем эффективности реализации полномочий органов местного самоуправления и качества взаимосвязи власти и населения. Очевидно, что сегодня муниципальные образования нуждаются в создании регулярно действующей системы информирования населения о деятельности органов местного самоуправления, которая обеспечит диалог между ними. The municipal government should build partnerships with the population of the municipality not under the threat of punishment (criminal or administrative responsibility), but on the principle of social responsibility and in order to create the most comfortable living conditions for the population. The maximum openness of the authorities is the most important indicator of the effectiveness of the implementation of the powers of local self-government bodies and the quality of the relationship between the authorities and the population. It is obvious that today municipalities need to create a regularly functioning system of informing the population about the activities of local self-government bodies, which will ensure a dialogue between them.
