Abstract

O artigo analisará a formulação de políticas públicas em Economia Social e Solidária no Brasil. O texto analisará as políticas públicas em seus três níveis (Federal, Estadual e Municipal), as competências de cada um desses níveis e, as formas como elas se relacionam, buscando apontar medidas para o aperfeiçoamento das políticas públicas no Brasil. Será abordado um viés crítico à estrutura das políticas públicas de ESS no Brasil as quais, não são integradas entre as várias instituições públicas o que acaba por torna-las ineficazes especialmente pelo fato de buscarem somente a geração de trabalho e renda e não se tornarem instrumentos de mudanças estruturais. O método de pesquisa utilizado foi a revisão bibliográfica.  The article will analyze the formulation of public policies in Social and Solidarity Economy in Brazil. The text will analyze the public policies at its three levels (Federal, State and Municipal), the competences of each of these levels and the ways in which they relate, seeking to point out measures for the improvement of public policies in Brazil. A critical bias will be addressed to the structure of ESS public policies in Brazil, which are not integrated among the various public institutions, which ends up rendering them ineffective, especially because they seek only the generation of work and income and do not become instruments of structural changes. The research method used was the bibliographic review.
