This work presents a Conceptual frAmework for Pragmatic InTeroperAbiLity (CAPITAL) to enhance a pragmatic interoperability unified definition. We evaluate our framework through a modeling and coding guide, a controlled experiment, and applying CAPITAL in the Cloud Computing domain.
