The amount, structure and efficiency of HRST in a country, determine the strength of national innovation and potential development in science and technology field. In China, the amount of HRST reached to 81.14 million with ranking the first in the world until the end of 2014. Obviously, the main body of HRST in China is the young people with the average age of 33.73, which means that China has entered the \"golden age of HRST bonus\" release. The education level of HRST in China is gradually improving, and the proportion of bachelor degree owners in the future will increasing. Highly educated HRST mainly gathered in the fields of education, public management, science and technology, financial. However, there are still some problems have to be concerned in the process of HRST development and utilization in China. They are mostly on the aspects of the relationship between the quality and efficiency, the differences among regions and the lack of global HRST utilization. Suggestions about how China develop its HRST better are discussed. And also combine some specific foreign countries' experience in the whole critical thinking process. Human resources in science and technology (HRST) is the richest and most precious strategic resource. Thus, the more China develop and utilize it's HRST fully, the more positive impact of HRST can be raised and released.
