Abstract

This article explores current issues on the need for simultaneous security and facilitation of international trade in foreign trade. The authors noted that due to the implementation of international conventions and agreements, which define the need for further facilitation of international trade and eliminate trade barriers updated issue involving the ability to predict potential violations of the customs legislation using risk analysis on the basis of prior information, conducting analytical search and identification of consignments high risk and so on. Under such conditions become especially important tools targeting risks, or targeting, which belongs to the intellectual mechanisms of customs control and can detect and monitor consignments from high risk. The study aims to develop the organizational and administrative aspects of implementation tools targeting structural units SFS.
