As the core part of government performance management, government performance evaluation is an important “booster” to improve government administrative efficiency and promote the transformation of government functions. The government’s responsibility is to undertake the obligation to serve the society and protect the fundamental rights and interests of the people. Government performance evaluation is a professional and specific procedure that combines quantitative and qualitative measurements to accurately evaluate the final performance results of government departments in the management process, so as to test and assess whether or to what extent the government has fulfilled its responsibilities. Government performance evaluation not only realizes the core values and public accountability goals of the government, but also is an effective mechanism for implementing government accountability. However, in reality, there are still many problems in China’s government in fulfilling its responsibilities and running performance evaluation mechanisms. Abstract

With the development of information society, big data has led the change of society. As the core part of government performance management, government performance evaluation is an important “booster” to improve government administrative efficiency and promote the transformation of government functions. The government’s responsibility is to undertake the obligation to serve the society and protect the fundamental rights and interests of the people. 基于大数据技术的智能信息管理系统及其推进机制研究
随着信息社会的发展,大数据引领着社会的变革。政府绩效评价作为政府绩效管理的核心部分,是提高政府行政效率、促进政府职能转变的重要“助推器”。政府的责任是承担为社会服务的义务,维护人民群众的基本权益。政府绩效评价是定量与定性相结合,准确评价政府部门在管理过程中的最终绩效结果,从而检验和评价政府是否履行了职责或在多大程度上履行了职责的专业、具体的程序。政府绩效评估不仅实现了政府的核心价值观和公共问责目标,而且是实施政府问责的有效机制。但现实中,中国政府在履行职责、运行绩效考核机制等方面还存在不少问题。本文分析了当前基于政府责任的地方政府绩效评价存在的困境和问题,进而提出了完善政府责任视角下的政府绩效评价机制的对策,从而为落实正确的绩效观提供理论依据。
