In implementing this policy, there are many problems both technical and operational. This research is descriptive analysis with a qualitative approach and conducted at live sub district coordinator public health services. Research data obtained by in-depth interviews and focused group discussion. For data analysis, qualitative techniques were used, that is, narrative interpretations, conclusions and data validation by triangulation techniques. The results show that on giving free services, officer does not show any improvement in their performance. This was the result of the absence of incentives or special compensation for them. Material and non-material compensation is expected to increase work motivation. Supporting facilities, such as logistics and health facilities should be prepared to improve of free services, this is for in turn increasing patient’s satisfaction. Stakeholder perception feels that the policy Ambon City Government regarding health services the free base is very good and profitable for the community. Public Health Center staff performance after free policy decreased because it was not evenly distributed the division of main tasks and work functions is still lacking organizational support. Nothing special incentives and compensation provided for officers in running free services, good materially and nonmaterial.
