Material and non-material compensation is expected to increase work motivation. Supporting facilities, such as logistics and health facilities should be prepared to improve of free services, this is for in turn increasing patient’s satisfaction. Stakeholder perception feels that the policy Ambon City Government regarding health services the free base is very good and profitable for the community. Public Health Center staff performance after free policy decreased because it was not evenly distributed the division of main tasks and work functions is still lacking organizational support. Nothing special incentives and compensation provided for officers in running free services, good materially and nonmaterial.
