According to relevant environmental laws and regulations, policies and specifications, management mechanism, construction of environmental protection facilities, key technology for disposal, tracking supervision and other main problems. Then we put forward corresponding management countermeasures and suggestions. Abstract

During tank washing operation of cargo exchange, repair or dry-docking and other reasons, water containing liquid bulk cargo residues will be produced. Since most of the tank washing water is toxic and harmful, once it discharged to water without receiving and disposing, it will cause serious pollution to coastal waters and river water environment. This paper studied the production, receiving and disposal of tank washing water for liquid bulk carriers. According to relevant environmental laws and regulations, policies and specifications, management mechanism, construction of environmental protection facilities, key technology for disposal, tracking supervision and other main problems. Then we put forward corresponding management countermeasures and suggestions. The results are of great significance for the water pollution prevention and control improvement, the promotion of green development of water transport industry, and coastal and inland water environment protection in China.
洗舱水污染防治研究
在换货、修理或干坞等原因的洗舱作业中,会产生含有液体散货残留物的水。由于大部分洗槽水是有毒有害的,一旦未经接收和处理就排入水体,将对沿海水域和河流水环境造成严重污染。对液体散货船洗舱水的生产、接收和处理进行了研究。针对相关环境法律法规、政策规范、管理机制、环保设施建设、处置关键技术、跟踪监管等主要问题。提出了相应的管理对策和建议。研究结果对于改善水污染防治、促进水运行业绿色发展、保护中国沿海和内河水环境具有重要意义。
