Abstract
The existence of Presidential Instruction No.3/2003 about national policy and strategy on information technology development at e-government, requires the Pontianak City government to participate in developing government and public service applications, one of which is JePin Apps. However, until now we don’t know whether the JePin Apps has been successfully implemented and what can affect its success. Delone and Mclean IS Success Model is a model for measuring the success of information systems and Importance Performance Analysis is a model used to measure user satisfaction based on the suitability between importance and performance scored, as well as to determine priority improvements in the JePin Application. The research which conducted using the Delone and Mclean IS Succes Model with data analysis using SEM based on PLS showed that of the 26 existing statements there were 2 statements that werw invalid because they had a loading factor value of <0.7. In addition to the 7 hypotheses formed, there are 6 accepted hypotheses, namely H1, H2, H3, H4, H5, H7 and the rejected hypothesis is H6 which shows the relationship between the Service Quality (LQ) variable and the Citizen Satisfaction (CS) variable, where the results of the t-test showed that H6 had a value of <1.96 so it was not significant. Meanwhile, the final results of the IPA analysis showed that the JePin Apps has not met user expectations because the conformity level has only reached 99.3% or less than 100%, so improvement is needed by looking at the quadrant analysis where the main priority for improvement is focused on the indicators of Efficiency, Responsive, Reliability, Well-Informedness, Overall Satisfaction, and Act in Citizen Interest.
