ASSESSMENT OF THE SUSTAINABILITY'S DEVELOPMENT OF THE HUMAN POTENTIAL FACTOR OF THE RUSSIAN REGIONS

Abstract

The study examines human potential, which is one of the most valuable resources for regional development. The article provides a methodology for assessing the sustainability of development by the factor of human potential based on changes in the competitive attractiveness and rating positions of regions. A mathematically described criterion for the sustainability of human development is proposed. The technique used is verified on the statistical material of the regions of Russia for the period 2016-2019 by 10 indicators. Groups of stable and unstable regions are distinguished according to the factor of human potential, depending on the criterion of sustainability.
