Management of Technology Policy in Sub-Saharan Africa: The Policy Researcher’s Burden

Abstract

Are institutions for technology policy in sub-Saharan Africa achieving their objectives? It can be said at once that they are not. There is cause for dissatisfaction both in their attempts to define the content of policy and in their efforts to manage policy once its content has been determined. This article is concerned, however, only with their efforts to manage policy. It describes the sort of changes that will have to take place if there are to be improvements in that area. In particular, it considers some of the strategies that policy researchers can employ in the pursuit of those changes. An intriguing question to ask is: what is there to make policy researchers want to seek those changes? The question falls outside the scope of this article. Nevertheless, the article's conclusion gives the beginning of an answer.
