A new specification for replacing MMS, called CMS for short, has been proposed by China. This paper introduces the technical route and technical improvement of CMS, analyzes the application of the PER and communication security mechanism. Through the minimum system, the communication performance of CMS and MMS in the substation was tested and compared. According to the test result, CMS can reduce approximately 40% bandwidth and the real-time performance is basically unchanged. The security mechanism of CMS is introduced and tested.
