Abstract
In September 1991, the Singapore Government revealed the IT2000 masterplan to develop an advanced national information infrastructure (NII). This inasterplan was the result of a year of intensive collaboration involving over 200 leaders from the business, academic, government and technological sectors in Singapore. As one of the first published comprehensive vision statement for national information infrastructure development, IT2000 has been studied with much interest by government and information industry leaders around the world. The IT2000 inasterplan introduced a new strategic framework lor national information infrasrructure serving and linking the business, government and consumer sectors. I t seeks to scale up tlie application of information technology to a new level of integration arid pervasiveness. The new IT applications (over 60 national systems were identified in the IT2000 study), ranging from electronic medical records in the healthcare sector to interactive distance education in the education sector, will be built on a software architecture based on open systems and object technology. These new services will be implemented through a process of evolution. 17 1063-6749/93 $3.00
