目的:完善国家创新体系发展战略的形成途径。方法:运用系统经济学理论、时空分析与综合等一套方法和途径。结果:对2020年前俄罗斯联邦创新发展战略的实施结果进行了分析,从而得出了实施结果效率低下的结论。确定了国家创新生态系统的本质及其形成途径。论证了运用生态系统理论构建国家创新体系的必要性,提出了运用系统经济学理论构建综合国家创新生态系统的建议。提出了一种以四螺旋结构组织国家创新体系的方法,以确保其组成部分的连通性。分析了利用数字技术开发基于生态系统原则的创新连接的可能性。科学新颖性:它包括系统经济理论和生态系统原则的应用,允许考虑俄罗斯发展国家创新体系的具体制度和社会经济条件。现实意义:本文的研究成果可用于制定俄罗斯联邦未来创新发展战略,以及整个国家创新体系的发展战略。
