The purpose of this study is to conceptually approach the hydrological modeling and payment for environmental services - PES in the decision-making process for the conservation of River Basins. The methodology used was bibliographical and documentary research. We trace through concepts the trajectory from ecosystem services that are the basis for hydrological modeling and PES which in turn are tools used in the decision-making process in water management, ending with the approach of water governance, where managers plan, make strategic decisions for action in policies on water resources management.
