Abstract
Selection of one of several alternative computer systems or devices is usually done by a concerned group or committee. Frequently~ the old axiom "the wheel that squeaks the loudest gets the most oil" determines the final selection. Unfortunately, however, this and other "verbiage" processes do not always provide a sound basis for making the best choice because frequently less verbose members of the selection group hesitate to foreceably present their case for a particular selection.
