Caminhos para a estabilidade democrática no Mercosul: A questão da Venezuela (The Path to a Democratic Stability in Mercosur: Venezuela’s Case)

Portuguese Abstract: O artigo tem por foco correlacionar o conceito de democracia com os efeitos dos fatos politicos ocorridos na Venezuela entre 2012 e 2013, de forma a analisar se houve violacao do Protocolo de Ushuaia, de 1998, que estabelece a Clausula Democratica no Mercosul. Faz, em um segundo momento, uma comparacao com os efeitos dos fatos politicos ocorridos no Paraguai, no ano de 2012, que culminou, por um lado, com a suspensao desse pais e, de outro, com o ingresso da Venezuela no Mercosul. Por fim, analisa a interpretacao dada pela Corte Constitucional Venezuelana, correlacionando-a com o conteudo do Protocolo de Ushuaia. O metodo e dedutivo e a metodologia consiste no modelo historico-comparativoEnglish Abstract: The article’s focus is to correlate the concept of democracy, with the effects of political events that have occurred in Venezuela between 2012 and 2013, analyzing whether there was a violation of the Ushuaia Protocol of 1998 (which establishes the Mercosur Democratic Clause). In a second moment, it is made a comparison between the effects of political events that occurred in Paraguay, in 2012, which culminated the suspension of this country and the entry of Venezuela into Mercosur. Finally we examine the interpretation given by the Venezuelan constitutional court correlating with the contents of the Protocol of Ushuaia. The method is deductive and the methodology consists on the historical – comparative model.
