Internet government service and China's agency reform share consistent goals and are mutually reinforcing. The newly established Ministry of Natural Resources (MNR), where the latest agency reform occurred, was studied to analyse management requirements of Internet government service. The technological model, underlying mechanism, key measures and achievements are described.
