基于Nvivo12的中国自贸区人才政策研究

——自贸区的发展离不开人才的支持，要用好人才政策。为了总结自贸区人才政策的特点和模式，为人才政策的制定提供理论和实践参考，本文主要对2018年底前中国12个自贸区公开发布的人才政策文本进行分析，并利用Nvivo 12通过词频分析和专题编码分析，揭示自贸区人才政策的特点。研究揭示了自贸区人才政策的总体特征，并通过主题编码研究发现自贸区主要关注人才政策的五个维度，包括创新的人才理念、多元化灵活的人才引进、专业化的评价与激励制度、全面的人才培养和持续完善的人才服务。最后，提出中国在人才政策的顶层设计、人才法律体系的建立、国际人才引进和人才培养等方面仍有待完善。
