The development of new technologies and socio-economic changes present new challenges for legal science and practice. Added to this are the centuries-long studies of legal institutions that have been known since ancient times, which, despite being called traditional, still seem to be insufficiently understood. The articles included in this study are a perfect combination of the continuity of the scientific world, where newly created problems intertwine with those existing for centuries, on which modern scientists are trying to throw a new, perhaps groundbreaking light. The considerations presented in the first article on the constitutional court as a tribunal established by law, show that institutions developed extensively in doctrine and case law, in the face of advancing changes within nations require further study. The second article deals with the practice of unsubstantiated refusal to issue individual interpretations by public administration authorities which is a systemically harmful phenomenon and a certain challenge for legal practice. Another publication, devoted to an institution described as traditional, but in the author’s opinion as requiring further study, is entitled “Desuetudo and a formal interpretation of the rule of law”. The fourth article is devoted to the challenges of the energy sector in the context of energy transition, which is an extremely topical issue. This volume also contains an English-language publication.
