To reduce interference and to maintain QoS of pico and femto cell users, Time Domain Resource partitioning was used which improves QoS of pico and femto video users by compensating the macrocell quality. To improve the overall performance of the complete HCN, in this paper a new technique called user specific resource allocation (USR) and power control is proposed. With this scheme, the users are divided into groups based on the Signal-leakage-plus-noise ratio(SLNR) metric. Users with low SLNR are grouped as interfering users for them a semi-orthogonal resource allocation strategy is developed which reduces interference and improves the video quality of the pico and femto without degrading the macrocell video quality.
