The COVID-19 pandemic has shown the importance of logistics planning specific to pandemic response activities in accordance with Turkey's disaster response structure and legislation. \n \nIn this paper, disaster and emergency legislation in Turkey, disaster management systems in different countries and pandemic response studies have been examined. Based on literature research and face-to-face interviews, suggestions were made regarding the executive structure of the institutions and organizations working at the command, tactical or operational levels of pandemic response. Abstract

In disaster management too, it is necessary to do strategic, tactical, and operational planning, determine goals and objectives and in order to reach those goals, do the necessary organizing and find resources.
