It allows to decode a reduced amount of motion information at sub-resolutions, taking advantage that motion compensation requires less and less accuracy at lower spatial resolutions. For a scalable video coder to cover a wide range of bit-rates, e.g. from mobile video streaming applications to TV broadcasting, it is essential that motion information presents some form of scalability.
