Civilian Immunity in War

Abstract

Civilian Immunity is crucial principle of military ethics,but it is frequently infringed in modern wars.Through reflection on this problem,the paper holds that feeble theory of Western ethics in war,faint means of practice and challenges of High Technology War are the main answers to this plight.The only way out is to rebuild civilian immunity.Based on contrast analysis of different viewpoints about rebuilding,the paper indicates that rebuilding civilian is not mending in one aspect,but a systemic rebuilding including theory,practice methods and rule of law in war.
