During the Tsarist period before the establishment of the Soviet Union, Feudal rule was experienced, then the socialist system was adopted in the country, and housing was one of the biggest problems of the people in both periods. \nIn this article, it is examined how different policies implemented in the Tsarist Period and the Soviet Union affected the architecture and how they changed according to the periods. Socialism, which began to be implemented with the collapse of the Absolute Monarchy and the establishment of the Soviet Union, underwent different political processes during the Soviet Union Period and was exposed to various changes. The housing and cultural structures of the country, which experienced different leadership and regime processes, and the leadership ideology reflected in the structures were investigated in the cultural dimension. The cultural structures of the Lenin and Stalin periods were selected starting from the Tsarist Period. Abstract
