Abstract

The Construction Sector, one of the world's largest economies with about $ 10 trillion spent in construction-related goods and services each year (McKinsey & Company, 2017) is experiencing productivity problems. According to the Farmer Review (2017) analysis, the current situation is alarming: in the last two decades, construction was the sector that showed the least productivity growth, behind the industrial area, services and other sectors of the economy. In the UK, for example, 36% of projects are delivered at least 3 months late. Among the reasons listed by the magazine, rework is one of the great reasons for this situation, motivated by the poor quality of the final product. On this subject, it is known the difficulty in applying methods for quality control of works that cover and attend to the different typologies of the Civil Construction universe, causing inhibition of a more effective follow-up on the final quality of the product to be offered; the existing methodologies related to this matter sometimes do not present great applicability in the scope of Civil Engineering because it is a universe that generates unique products (works) with singularities and specific characteristics. In view of this, the present work presents an innovative method for quality control in works, which combines elements of agile methodologies and traditional project management tools recognized worldwide. For application and validation, respectively, Case Study was used with the purpose of illustrating the respective steps of the method and the Delphi Technique, used for approval of the same with specialized opinions. After the above steps, the conformity of the proposed method was obtained, concluding the relevance of the work and the applicability of the method to mitigate the problems inherent to the quality in works and, respectively, improvement of the Construction productivity. It is hoped, therefore, to provide to the academic scope and to the market mechanism to mitigate technical problems of lack of quality of services and materials in the Civil Construction, thus enabling evidence of possible intercurrences or non-conformities in an effective way.
