the executive branch. The logic of such decision made by Pavlo Skoropadskyi was caused by the realities of the current military and political situation. However, instead of improving the governance of the province, these measures led to completely opposite results in the form of obstruction of the directives of the Hetman's government on the ground. This was due to the disapproval of the personal stuff of zemstvos, city councils, and administrations of the authoritarian nature of the hetman's power. With the purpose to overcome such dissatisfaction, the government of Pavlo Skoropadskyi planned new elections for the local authorities, which did not take place due to the overthrow of the political system of the Ukrainian state. The conservative basis of the hetman's government contradicted the liberal-democratic context of the Ukrainian revolution, which ultimately led Pavlo Skoropadskyi to the loss of his power.
