Abstract
This paper proposes the assumption that sustainable cities' development can be considered as a full project portfolio with a list of different stakeholders. Accordingly, the results from qualitative research within the ELISE project helped to reveal and name the different groups of stakeholders. It also helped to highlight stakeholders' core interests and expectations, thus clearing the list of drivers for successful sustainable cities' project development.
