Crowd funding can spread easily in countries where there is no regulation but there is allowance such as China, also in countries like UK where there is a naive regulation or in countries like US where it is strictly regulated. On the other side, new financing models can be introduced in accordance with the aims of Islamic Law “Maqasid Al Shariah” in the field of Islamic finance practices which is currently focused on to Islamic banking with the help of flexibil-ity provided by crowd funding. In this context, Turkish Republic of Northern Cyprus, which became an international center for higher education and tourism, reached an important position due its legal ties with Turkey, EU and UK and availability to qualified human resources. Universities in Northern Cyprus hosts a young pop-ulation with a high of level education and have an easy access to capital especially from countries with Muslim population. 众筹(Crowd Funding)这个概念最早于2009年在加拿大正式出现,指的是通过大量的人的捐款为企业或项目提供资金。自2012年在美国作为一个新概念被监管后,众筹迅速发展,2018年全球众筹规模达到3050亿美元。众筹可以很容易地在没有监管但有补贴的国家传播,比如中国,也可以在英国这样监管幼稚的国家,或者在美国这样监管严格的国家传播。另一方面,在伊斯兰金融实践领域,可以根据伊斯兰教法“Maqasid Al Shariah”的宗旨,利用众筹提供的灵活性,在目前关注的伊斯兰银行领域引入新的融资模式。在这方面,北塞浦路斯土耳其共和国已成为国际高等教育和旅游中心,由于其与土耳其、欧盟和联合王国的法律关系以及合格人力资源的可用性,其地位取得了重要地位。北塞浦路斯的大学拥有受过高等教育的年轻人口,并且很容易获得资本,特别是来自穆斯林人口国家的资本。在本研究中,塞浦路斯如何在众筹中定位自己作为伊斯兰金融的典范,通过考虑欧盟、英国和土耳其的法规来调动其独特的潜力。
